Project Location: 

Karamoja Region

  • Project Goal:

    A strengthened institutional capacity of Amudat, Kaabong, Kotido, Moroto, Abim, Napak and Nakapiripirit local governments, resulting into quality, equitable and timely HIV service delivery in the districts.

    The project is implemented in seven districts of Karamoja region and 28 sub counties, and 7 urban local governments
  • Project Objectives

  • To build the technical and institutional capacity of local governments in the Karamoja sub-region to plan, manage, monitor and provide oversight to HIV response in their respective areas of jurisdiction.
  • To strengthen the coordination of multi-sectoral response to HIV by local governments in Karamoja sub-region.
  • To enhance advocacy, sustainable leadership and commitment for HIV response in the 5 selected local governments.
  • To create a sustainable enabling environment that mitigates the underlying socio-cultural, gender based and other structural drivers of the epidemic.
  • To develop and implement a functional Monitoring and Evaluation (M&E) System at AMICAALL and the implementing districts for improved HIV information management.

Objective 1: To build the technical and institutional capacity of local governments in the Karamoja sub-region to plan, manage, monitor and provide oversight to HIV response in their respective areas of jurisdiction.

Activities implemented

  1. Facilitate a regional HIV&AIDS review meeting.
  2. Provide technical assistance for mentoring and coaching AIDS committees in their roles and responsibilities
  3. Facilitate 7 Districts and 7 Urban Council HIV/AIDS Focal offices to coordinate project implementation.
  4. Facilitate project staff to undertake short courses in key project management and implementation areas

OBJECTIVE 2: To strengthen the coordination of multi sectoral responses to HIV/AIDS in the 5 local governments in the Karamoja region by May 2016

Activities implemented

  • Support 7 district partnership and advocacy fora;
  • Revitalization of the District, Town Council and Sub-County AIDS committee
  • Conduct one regional visit to promote networking, experience sharing, peer learning and replication of best practices.
  • Facilitate quarterly district and sub-county HIV coordination meetings for District and sub-county AIDS Committees to review project progress.
  • Supporting DACs aligning their strategic plans to the new NSP for HIV&AIDS
  • Conduct HCT outreaches with support from SACs and sub county leadership.
  • Facilitate operations of the regional Project Coordination Office

OBJECTIVE 3: To enhance advocacy, sustainable leadership and commitment for HIV response in the 75selected Local Governments by May 2016.

Activities implemented

  • Facilitate quarterly dialogues with local government leaders, religious leaders, cultural leaders, kraal leaders, youth and women on socio-cultural issues and other factors that are key drivers of HIV&AIDS in Karamoja region.
  • Support reproduction and dissemination of I.E.Cs materials and rebranding of billboards
  • Support to drama groups
  • Conduct quarterly radio and bi- annual TV advocacy programs promoting HIV&AIDS response in Karamoja region.
  • Facilitate districts to organize and conduct HIV&AIDS advocacy days including, World AIDS Day, Candlelight Memorial, Philly Lutaaya Day and other AIDS related events.
  • Document HIV&AIDS activities through quarterly Newsletter and Bi-annual articles

Objective 4: To create sustainable enabling environment that mitigates the underlying social cultural, gender based and other structural drivers of the epidemic.

  • Coordination of PHA networks to address stigm

Objective 5: To develop and implement a functional Monitoring and Evaluation (M&E) system at AMICAALL and the implementing districts for improved HIV information management by May 2016

Activities implemented

  • Facilitate field office staff and HIV&AIDS Focal Persons to conduct routine monitoring and support supervision
  • Conduct and facilitate quarterly National level field Monitoring and Support Supervision by AMICAALL, ULGA and other National level stakeholders
  • Facilitate quarterly monitoring visits by DACs to SACs
  • Quarterly project review by ULGA, TASO and AMICAALL management team
  • Support SACs to carry out monitoring, support supervision and community mobilisation targeting hot spots
  • Equip the monitoring & Evaluation Unit to enhance its operations
  • Baseline assessment of Social, Cultural and Economic factors affecting HIV/AIDS prevention in Karamoja region
