AMICAALL program and activities are anchored on the four strategic objectives as per the 5 year Revised Strategic Plan;              

  1. 1.        To enhance Advocacy, communication and social mobilisation for increased access and utilization of HIV and AIDS related services in urban areas.
  • Disseminate and support implementation of national HIV and AIDS policies and guidelines in urban authorities
  • Conduct operational research to identify socio-cultural, socio-economic issues and services delivery gaps  to inform policy development process
  • Develop and implement an advocacy and social mobilization strategy based on national priorities and emerging issues in HIV response
  • Develop competencies of AMICAALL Board members, AMICAALL Secretariat and urban leaders and relevant technical staff in HIV Policy formulation and review
  • Promote GIPA and MIPA principles in urban authorities including promotion of the rights of PLHIV
  • Support urban authorities to mainstream gender and human rights in their HIV programmes and activities
  • Support operationalization of gender policy through implementation of activities targeting reduction of gender based violence (GBV) in relation to HIV and AIDS
  • Engage cultural and religious leaders to address socio-cultural drivers of the epidemic and support policy formulation and implementation
  1. 2.        To improve access to and utilization of HIV prevention services for key population groups and other vulnerable populations in urban areas.
  • Support urban councils to implement interventions for increasing access and utilization of HIV prevention services among key populations and other vulnerable groups
  • Promote safer sexual practices among the key populations and the wider urban populations
  • Promote and strengthen HIV prevention services including HCT, SMC, EMTCT, FP, SRH etc. among the key populations and the wider urban populations
  • Strengthen partnerships and referral networks for improved comprehensive HIV and AIDS services targeting key populations
  • Conduct mapping of key population and vulnerable populations to determine their population size and typology
  • Empower individuals and groups of targeted key populations with life skills for HIV prevention
  • Support groups of key populations in urban councils with alternative sources of income
  • Initiate urban community interventions targeting the most vulnerable OVC and households
  • Enhance involvement and participation of the key population groups in planning and implementation of HIV interventions the targeted urban areas
  • Document and disseminate lessons and good practices of interventions addressing the needs of key populations and support their replication in other urban authorities.
  1. 3.        To improve coordination of the multi-sectoral HIV and AIDS response at local government level through partnerships and networking mechanisms.
  • Develop  and implement a partnership strategy for urban local government level HIV and response
  • Develop toolkit/guide for urban councils to engage key partners and stakeholders
  • Support and build synergies and linkages with UAC, district and regional coordination mechanisms to harness technical financial support to urban authorities and district local governments
  • Support and participate in sub national, national and international partnerships and networking platforms to showcase AMICALL’s work and share experiences
  • Disseminate and  support implementation of  national coordination policy guidelines at the municipal and town council levels
  • Establish, revive and orientate of urban Council AIDS Committees and support their functionality
  • Strengthen the institutional and technical capacity of urban authorities and their partners to plan, coordinate and monitor HIV and AIDS services at the community level
  • Conduct mapping of service providers and stakeholders in some selected urban authorities and produce local HIV service directories to facilitate coordination and referral for HIV services among urban communities
  1. 4.        To strengthen governance and institutional capacity of AMICAALL secretariat and urban authorities and some selected district local governments for improved planning and management  of the decentralized HIV and AIDS response. 
  • Revise  and implement AMICAALL resource mobilization and sustainability strategy for use as a resource mobilization document
  • Implement AMICAALL Business  Plan for construction of AMICAALL permanent house for AMICAALL Uganda Chapter
  • Continuously source for RFAs and RFPs and prepare competitive grant proposals for submission to various funding partners
  • Advocate for increased HIV and AIDS resource allocation to urban authorities through engagement of government, ADPs, CSOs and the private sector
  • Support and strengthen capacities of urban authorities to mobilize local and external resources for scaling up HIV and AIDS services in their localities
  • Promote and strengthen accountability systems for HIV and AIDS resources utilization at AMICAALL Secretariat and urban authorities
  • Enhance internal resource mobilization mechanisms to improve local resources allocation for HIV and AIDS
  • Initiate provision of consultancy services for a fee at AMICAALL Secretariat as a strategy for enhancing internal resource mobilization and sustainability
  • Establish a development fund levied on AMICAALL Project and grants
